If you can't see it, make sure the MIDI controls section is showing in either area. Manual mode offers a single tempo for the whole session, and this can be set by typing the tempo into the Transport window or toolbar. Tempo in Pro Tools is potentially confusing because there are two tempo modes. You can get to this from the ruler's drop-down menu, or from the View / Rulers menu.
